Moreno Valley swore in its mayor and mayor pro tem in a ceremony held Tuesday, June 7, at City Hall.
Mayor Tom Owings, who was elected to a one year term in 2012, was sworn in for a second one year term. Victoria Baca, who oversees the city's District 5, was sworn in as mayor pro tem, making history as the first Hispanic woman to serve in this position in Moreno Valley.
Supporters and opponents of the current city council filled City Hall for the ceremony and Mayor Owings reviewed accomplishments made in 2013 and his vision for the coming year.
"A year ago I said to you, 'We need new jobs, but our work to create those jobs must be grounded in a balanced budget.' I am proud to report success on both fronts," Owings said.
He identified the main goals of the last year:
• Balancing the City's budget for two years;
• Attracting companies like Aldi Foods, Amazon and Deckers Outdoor to help create over 2,000 jobs;
• Partnering in a public-private relationship to restore seven day service to the Library, tripling the book budget and saving taxpayers $1.3 million over the course of the contract.
Owings also identified four priorities of the next year:
• Continuing to create jobs for Moreno Valley citizens;
• Work to continue educating the city's youth;
• Expand opportunity for all residents through a stimulated city economy;
• Provide timely, reliable and cost-effective services.
Baca announced her plans to continue a cooperative effort with Box Springs Mutual Company to secure $15 to ensure a reliable water delivery system for that area.

January 7th at 6 p.m.
The Moreno Valley City Council will hold a Swearing-In Ceremony at 6 p.m., on Tuesday, January 7th, 2014 in the Moreno Valley Council Chamber, located at 14177 Frederick Street. The Council will officially swear-in and re-seat the Mayor, Tom Owings, and the new Mayor Pro Tem, Victoria Baca. Light refreshments for this event will be generously provided by the Moreno Valley Chamber of Commerce.

The Moreno Valley City Council conducted its annual Swearing-In Ceremony on Tuesday, January 7th, 2014 at the Moreno Valley City Hall. At the ceremony, Mayor Tom Owings was sworn in for his second term as Mayor of Moreno Valley. The oath of office was administered by Jane Halstead, City Clerk.

Owings, Baca to Lead City Council in 2014
Moreno Valley Mayor Tom Owings and Mayor Pro Tem Victoria Baca assumed their leadership roles during a Swearing-In Ceremony on Tuesday, January 7th at City Hall. Ms. Baca becomes the City's first Hispanic Female to serve as Mayor Pro Tem; Mr. Owings began his second term as Mayor.
In his comments before a standing room only crowd at City Hall, Mayor Owings reviewed several of the City Council's major accomplishments during 2013:
• Balancing the City's budget for two successive years;
• Bringing more than 2,000 jobs to the City by attracting Aldi Foods, Amazon, Deckers Outdoor and a soon-to-be announced Fortune 500 corporation;
• Restoring 7-day service at the Library, tripling the book budget and saving $1.3 million via a public-private partnership.
As a job creator by trade with 35 years in private enterprise, as well as a husband/father/grandfather, the Mayor asserted his commitment to serve the citizens of Moreno Valley with care and revealed his 2014 priorities to include job creation, expanding opportunity for all residents, and cost efficient delivery or first-rate City services.
In her comments, Mayor Pro Tem Baca stressed her love for the City of Moreno Valley and pledged to "work hard to help make the great City of Moreno Valley be an even better place to live, work, and play." The Mayor Pro Tem cited her partnership with residents of the Edgemont area to address longstanding needs. She also announced her plans to continue a cooperative effort with Box Springs Mutual Water Company as they work toward securing the $15 million required to ensure a safe, reliable water delivery system for that area.
