The City of Moreno Valley has once again been recognized for outstanding efforts in financial reporting and budget presentation.
The Government Finance Officers Association (GFOA) recently awarded the City with a special Triple Crown medallion for achieving the Certificate of Achievement for Excellence in Financial Reporting Award, the Distinguished Budget Presentation Award, and the Popular Annual Financial Reporting Award for the City's current budget cycle. These are the highest awards possible for municipal budgets.
"I am incredibly proud of our Financial Management and Services team for once again receiving the highest honors in municipal budget and financial reporting," said Dr. Yxstian Gutierrez, Mayor of Moreno Valley. "Our budgets and financial reports are more than just numbers—they are accessible and engaging in ways that appeal to everyone, especially those who don't have a financial background. This is such an important part of achieving transparency for all Moreno Valley residents."
Moreno Valley's Popular Annual Financial Report (PAFR) was judged based on the information presented, reader appeal, understandability, distribution, and the PAFR's creativity and usefulness, among other metrics. The GFOA noted the City "substantially met the requirements" of the award criteria.
The Distinguished Budget Presentation Award looked at the City budget's accessibility, its use as a policy document, and its use as a communications device, among other metrics. Moreno Valley's budget exceeded expectations in all 14 criteria.
Moreno Valley also achieved a balanced budget for the tenth straight budget cycle.
