Harold Duffey Appointed City Manager

With more than 25 years of public service experience, G. Harold Duffey was appointed the City Manager for the City of Grand Terrace in June 2015, replacing interim City Manager Carol Jacobs. As City Manager, Duffey is responsible for the daily operations of the municipal organization. He manages a staff of approximately 35 employees and a budget of nearly $9,000,000. Prior to his appointment as City Manager, Duffey served as City Manager for the City of Compton from 2012-2014, City Administrator for the City of Oroville from 2010-2012, Chief Deputy Director for Yolo County’s Planning and Public Works Department from 2006-2010, Integrated Waste General Manager for the City of Sacramento from 2000-2006 and Senior Administrative Analyst for the City of Riverside’s Public Works Department from 1992-2000. During his decades of service in municipal government, Duffey established a reputation for creativity & innovation among public administrators. Duffey has earned a masters of public administration degree from California State University, San Bernardino and a bachelor of arts degree in political science and sociology from the University of Redlands. Duffey has spent a significant portion of his career working within Enterprise Fund Departments or fee for service agencies. Experience in these organizations has led him to treat government like a business and introduce common business practices, such as performance measurements, customer service guidelines, benchmarking and strategic planning into the management operations, to ensure operations run efficiently, economically and effectively. According to the city website, if Duffey’s management style could be condensed into one simple phrase, it would read, “Let’s plan the work and work the plan.” As a result of planning the work and working the plan, Duffey has a track record for stabilizing organizations and empowering employees & policy makers to strategically plan their way out of challenging economic times, while preserving and enhancing the quality of life for all citizens. In a previous article published in City News Group, Mayor Darcy McNaboe said Duffey brings the desired business focus and clear understanding of the council’s vision for the future. "His experience with municipal budgets, public safety, infrastructure maintenance and development are key components that hopefully insure that Grand Terrace will remain a fiscally solvent community, into the future,” McNaboe said. Duffey said the position is a wonderful opportunity for him professionally and personally, in a previous article published in City News Group. "I am excited about returning to work with policymakers that value fiscal prudence and service standards that enhance the quality of life for their residents,” Duffey said. The city manager will receive an annual salary of $180,000 per year, along with the standard benefits received by the management employees of the city, including, but not limited to, CalPERS retirement, health care, car allowance of $4,800 annually and sick leave. The total benefit package is approximately $51,775.
