Investigators from the San Bernardino Police Department, Internet Crimes Against Children (ICAC) Detail, began an investigation into a cyber tip that was reported by an Electronic Service Provider. The cyber tip contained various images of prepubescent child pornography. Through an extensive investigation, investigators determined that multiple images were downloaded to a device in the city of San Bernardino.

On Thursday, October 1st, 2020, personnel from the San Bernardino Police Department Special Weapons and Tactics (SWAT) Team assisted the ICAC Detectives in serving a search warrant in the 1700 Block of Bonita Vista Drive. During the warrant service, Concha was interviewed and arrested for possession of child pornography. Concha was subsequently booked into Central Detention Center and his bail was set at $25,000.

The SBPD ICAC Task Force is a member of the Los Angeles Regional Internet Crimes Against Children Task Force who works cooperatively with a vast network of local, state and federal partners to pursue those who violate crimes of child exploitation.

Anyone with information regarding this incident is encouraged to contact Detective Loera of Internet Crimes Against Child Detail at (909) 384-5644 or email loera_jo@sbcity.org.
