East Valley Water District (District) administered the oath of office to Chris Carrillo, Nanette Shelton and David E. Smith at a special board meeting held Tuesday, Dec. 1. “We welcome Mr. David E. Smith as our newest board member, and the return of Ms. Nanette Shelton and Mr. Chris Carrillo,” said John Mura General Manager/CEO. “This community has selected a group of outstanding individuals to serve on our Board of Directors.” As part of the annual Board reorganization, Ronald L. Coats was selected for the position of Board Chairman and Chris Carrillo as Vice Chairman at the regularly scheduled board meeting on Wednesday, Dec. 9. “I am honored to be selected to represent the board as chairman,” said Chairman Ronald L. Coats. “We have a lot of exciting projects ahead of us that continue to support our District vision.” Director Smith is a 20-year resident of Highland and lives with his wife Katie and their two children. With a desire to learn about conservation and water use consumption, Smith joined the District’s Rate Study Working Group during the implementation of budget based rates. He began his career with the San Bernardino City Unified School District in 1981. He served as a teacher and water polo/swimming coach for 14 years. In 1995, he joined the securities firm Painter, Smith & Amberg, Inc., and currently serves as their Chief Compliance Officer and Branch Manager. Chairman Coats was elected to the District’s Board of Directors in 2013, and appointed to Vice Chairman in 2014. He has deep roots in the community, fiscal management experience and a strong interest in maintaining a safe water supply. Vice Chairman Carrillo was appointed to the Board in 2014 and has dedicated his career to public service. Directors Smith and Carrillo were elected to four-year terms. Director Shelton’s election will complete the remaining two-year term of her predecessor Matt LeVesque.
