Grand Terrace Voters to Decide on Measure M: A Proposal to Protect Public Safety and City Services

This November, Grand Terrace residents will have the opportunity to vote on Measure M, a crucial proposal designed to generate local revenue to support the city’s public safety services and infrastructure. Measure M, also known as the "City of Grand Terrace General Services Measure," was introduced by a unanimous vote by the City Council in response to the growing need for maintaining 911 emergency response and the city infrastructure, while addressing the financial strain caused by rising costs.

To tackle these challenges, Measure M seeks to raise approximately $1.9 million annually. If passed, this measure will establish a locally controlled revenue source, ensuring that all funds remain in the City. Currently, only 1% of the local sales tax of 7.75% returns to Grand Terrace, with the rest allocated to San Bernardino County and the State of California. Of the $10.1 million in sales tax revenue generated annually, only about $1.3 million goes back to the city's budget.

Measure M would add a penny-per-dollar sales tax, but this tax does not apply to items such as groceries, prescription medications, or labor along with other exempt items. The funds raised through Measure M would provide a sustainable solution for the rising costs of public services. Specifically, it would help fund:

·         Maintaining 911 emergency response services.

  • Increasing police patrols to deter crime.
  • Supporting emergency medical services.
  • Preparing for and responding to natural disasters such as wildfires and earthquakes.
  • Keeping parks, streets, and sidewalks safe and clean.
  • Providing safe routes to schools and maintaining school police patrols.

In addition, the measure includes strong financial accountability measures, such as mandatory independent audits and public disclosure of all spending. City officials have emphasized the importance of these measures in building public trust and ensuring responsible use of the funds.

"We are proud of our city's ability to balance its budget year after year, but we must acknowledge the growing financial pressures we face," said a Grand Terrace spokesperson. "Measure M represents an opportunity for our community to take control of our financial future, ensuring that we can continue to provide the critical services that keep Grand Terrace safe, clean, and vibrant."

The City of Grand Terrace has been actively conducting outreach to inform residents and businesses about Measure M and its potential benefits. City officials urge all voters to engage in the discussion and make an informed decision in the upcoming election.
