The City of Moreno Valley celebrated a year of historic accomplishments and showcased its bold vision for the future during the 2025 State of the City, held Thursday, August 21, at the Moreno Valley Conference and Recreation Center.

Mayor Ulises Cabrera and the City Council shared an inspiring vision for Moreno Valley’s future at this year’s State of the City in front of local dignitaries, regional leaders, business partners, and community members. This year’s theme, “Community Built. Destiny Driven.” celebrates Moreno Valley’s diverse, vibrant community and opportunities that pave the way for a future where dreams can soar.

“Moreno Valley has grown into the second-largest city in the Inland Empire because of our people: the dreamers and doers who rise each day determined to make our city stronger,” said Mayor Cabrera. “Together, we are balancing budgets, paving roads, expanding parks, investing in safety, and innovating for the future. That’s the true power of being community-built and destiny-driven.”

Key City Accomplishments

From smooth roads to vibrant murals, Moreno Valley’s 2025 achievements reflect a community united in building a brighter future. Notable highlights include:

  • Celebration of the City’s 14th consecutive balanced budget. This accomplishment solidifies Moreno Valley’s reputation for responsible fiscal management and earned the Government Finance Officers Association’s Triple Crown Medallion for the fifth consecutive year.
  • Voter approval of Measure U, which funds additional deputies, firefighters, and community service officers to strengthen public safety services across Moreno Valley.
  • Completion of Phase Three of its Pavement Rehabilitation Program, which invested more than $60 million in safer, smoother local roads. Phase Four starts this fall.
  • Completion of Harmony in the Valley and Eternal Blossom, the region’s first augmented reality murals, earning the Best Arts Innovation Initiative Award.

Community Leadership Awards

During the event, the City also celebrated the Community Leadership Awards, which were given to local movers and shakers who made a positive impact on Moreno Valley over the past year:

  • Community Nonprofit Partner of the Year – Path of Life Ministries
  • Community Contributor of the Year – Power Speaks Louder
  • Healthcare Hero Award – Inland Empire Health Plan
  • Excellence in Education Award – Moreno Valley College iMAKE Innovation Center
  • Large Business of the Year – Cardinal Glass Industries
  • Medium Business of the Year – Altura Credit Union
  • Small Business of the Year – Los Zapatas

The honorees celebrated at the event embody the spirit of Moreno Valley, consistently going above and beyond to uplift the community.

Looking Ahead

Mayor Cabrera invited residents to participate in the City’s flag redesign contest. Submissions should reflect the slogan, “Where Dreams Soar,” and highlight pride in the City’s past, present, and future. The contest deadline is October 13, 2025.
