West Valley Water District Announces New General Manager

SAN BERNARDINO>> At the November 17, 2016 meeting of the West Valley Water District Board of Directors, an agreement was unanimously approved to formally appoint Matthew H. Litchfield, P.E. as General Manager of the District. Litchfield has served as Interim General Manager since July 2016 and the Assistant General Manager from August 2015 through July 2016. Announcing the appointment, Board President Clifford O. Young, Sr. said, “Mr. Litchfield represents the future of the West Valley Water District, bringing with him a dedicated and innovative approach to ensuring that our customers continue to have safe, high quality water delivered to them at affordable rates. We are thrilled to have someone of his caliber and experience at the District and look forward to working with him in this new role.” Litchfield joined the West Valley Water District after 12 years with the San Bernardino Municipal Water Department including nine years as the Director of the Water Utility Division. He has also served in engineering and project manager positions in the private sector including PBSJ Corporation (Now Atkins), Montgomery Watson Harza, and Pacificorp. He has a Bachelor of Science in Civil Engineering from the University of Arizona and is a registered Professional Engineer. He also has a D5 Distribution Operator Certification and a T3 Treatment Operator Certification issued by the State Water Resources Control Board Division of Drinking Water. “I am looking forward to continuing to serve our customers and bringing a forward thinking approach to water delivery," Litchfield said. "There is rapid innovation taking place in our industry and the West Valley Water District is at the center of it. In addition to taking care of our existing water system, bringing new sources of water to our growing community is a top priority to help ensure the growth and vitality of the community we serve.” Litchfield has helped to oversee the West Valley Water District as it experiences multiple successes in 2016 including the Water Rebate and Rate Rollback program that rescinded previously planned rate increases for customers and offered rebates totaling $2.5 million district wide, and the historic delivery of drinking water to customers treated to remove perchlorate and nitrate from previously inactive wells through bioremediation this summer.
